Indépendant depuis 2002, le Timor oriental est engagé dans une longue phase de reconstruction et de construction nationale. Dans ce pays où la création d’emplois et lesopportunités de ressources économiques constituent des priorités majeures, le tourisme est un enjeu pour de multiples acteurs. Très tôt, le tourisme est promu par l’État comme un outil de développement national. Néanmoins, la reprise de l’activité est au premier chef liée à des acteurs privés, étrangers et timorais, fortement encouragés par la demande de loisirs des personnels des Nations unies, des ONG, des ambassades enposte dans le pays. Parallèlement à ce secteur privé, des projets de « tourisme dans les communautés », élaborés avec l’aide d’ONG nationales et internationales, ont vu le jour, soutenus par des organisations internationales dans le cadre de l’objectif de « lutte contre la pauvreté ».

Abstract : Local initiatives, National policy and International organizations : the stakes of tourism in Timor Leste

Independent in 2002, Timor Leste is, since then, involved in a long period of reconstruction and National building. In this country where jobs and economic resources are some of the main priorities, the tourism became a stake for many actors. Very early, the tourism was promoted by the Timorese State as a tool for the national development. Nevertheless, the country’s reconnection to tourism is overall linked to the private sector, with foreigners and Timorese stakeholders. The emergence of this network has been highly encouraged by a great demande of leisure coming from United Nations, NGOs, embassies employees working in the country. Parallel to the private sector, some « Community-based tourism »projects were set up, thanks to national and international NGOs. These projects are supported and funded by some international organizations in the frame of the « Poverty reduction » objective.
