La longue guerre d’Ukraine, l’OTAN et la défense de l’Europe. Jeux d’échelles et enjeux de puissance
Résumé :
La guerre d’Ukraine accélère le bouleversement des rapports de puissance et de l’« ordre international libéral ». L’OTAN demeure mais l’évanescence du leadership américain la met en péril. Pour sa part, l’Union européenne constitue une lâche confédération dont les membres sont insuffisamment armés. De surcroît, sa défense se joue au-delà de son périmètre géographique et institutionnel ; à tous égards, la question relève d’une analyse multiscalaire. L’Europe vit un moment épochal : l’essentiel dans un premier temps est de réarmer pour affronter la menace russe et élargir le champ des possibles.
Abstract : The long war of Ukraine, Nato and Europe’s Defence. Geographical levels and power stakes
The war of Ukraine is accelerating the disruption of power relations and the so-called “International liberal order”. Nato is still alive but jeopardized by the vanishing of the American leadership. For its part, the European Union is a looming confederation with deficiently armed members. Moreover, its defence will be partly decided beyond the EU’s geographical and institutional field ; in all respects, various geographical levels must be taken into account. Europe is meeting an epochal moment. In first place, the most important is the rearmament for countering Russia’s threat and widening the field of possibilities.
